Pandemi Koşullarında Kurumsal Dayanıklılık: Azerbaycan ve Gürcistan'daki Küçük Firmalar Üzerine Karşılaştırmalı Bir Araştırma
Abstract
COVID-19 salgını tüm dünyada aniden gelişti ve küresel olarak insan yaşamının ve ekonominin durumunu ağırlaştırdı. Bu tez, pandemi döneminin Azerbaycan ve Gürcistan'daki küçük firmalar üzerindeki olumsuz etkilerini kurumsal dayanıklılık merceğinden incelemektedir. Bu iki ülkede pandemi sürecinde ve sonrasında küçük firmaların karşılaştığı sorunları, hangi önlemlerin alındığı ve işletmelerin pandemi önlemlerine karşı kendilerini nasıl korudukları ortaya konuluyor. Tez, her iki ülkenin resmi istatistiklerinden ve uluslararası kuruluşlar tarafından yayınlanan raporlardan toplanan ikincil verilere dayanmaktadır. Her iki ülkedeki küçük firmaların durumu ve hükümetler tarafından alınan farklı önlemlerin etkileri karşılaştırılmıştır. Azerbaycan'daki küçük işletmelerin, esas olarak devlet müdahalesinin etkinliği nedeniyle Gürcistan'daki emsallerine göre daha dirençli kaldığı sonucuna varılmıştır. Bu tez, iki gelişmekte olan ülkenin küçük işletmelerin genel performansı ve bunun ardındaki faktörler hakkında zengin bir karşılaştırmaya dayalı olarak dayanıklılık ve salgın konusundaki çalışmalara katkıda bulunmaktadır.
The COVID-19 pandemic suddenly grew up and aggravated the situation of human life and the economy globally. This thesis investigates negative effects of the pandemic period on small firms in Azerbaijan and Georgia through the lenses of organizational resilience. It presents the problems small firms faced during and after the pandemic in these two countries, what measures were taken and how the enterprises protected themselves against pandemic activities. The discussion is based on secondary data gathered from official statistics of both countries and reports published by international institutions. The conditions of small firms in both countries and the impacts of different measures taken by the governments are compared. It concludes that small enterprises in Azerbaijan remained more resilient than Georgian counterparts mainly because of the effectiveness of state intervention. This thesis contributes to the studies on resilience and pandemic depending on a rich comparison of two developing countries about overall performance of small business and factors behind.
