Rethinking the Social State: Has It Been Demolished; Can It Be Constructed Again?

Abstract

In capitalist society, it is a normal result of the functioning of the system that some individuals belonging to, and sometimes whole sections of the working class need aid in order to live. Since the industrial revolution, this situation has not only been included in the criticisms of the capitalist mode of production, but also in the list of “problems” defined by the system itself, and various soluti- ons (for example, philanthropism of the rich) have been proposed. However, the principle of the “social state”, which became one of the established attributes of the state in the 20th century, cannot be considered as just a solution to po- verty that becomes acute from time to time. This principle is closely related to the philosophy, ideological apparatuses and finances of the modern state, and in this context, contrary to what liberals claim, it is not possible to see it as a “transfer of resources from the rich to the poor”. Since the early 1970s, together with neoliberalism, the social facet of the ca- pitalist state, like every other facet, has undergone a transformation. However, the frequently expressed claims that the “social state has been demolished” are not supported by present facts. The transformation that is taking place is ma- inly in a direction in which the social functions that the state has undertaken to alleviate class contradictions become more monetized and therefore more mar- ket friendly. Furthermore, it is doubtful that the capitalist mode of production can have economic and political sustainability without the “social” aspect of the state. In this article, the historical background and logic of the social state will be taken into consideration, and current debates on this topic, such as universal basic income, will be subjected to a critical evaluation.

Kapitalist toplumda işçi sınıfına mensup kimi bireylerin, zaman zaman da sınıfın kimi bölmelerinin yaşamak için yardıma muhtaç hale gelmesi, düzenin işleyişinin olağan bir sonucudur. Sanayi devriminden bu yana bu durum sade- ce kapitalist üretim biçiminin eleştirilerinde değil, düzenin bizzat tanımladığı “sorunlar” listesinde yer almış ve çeşitli çözümler (örneğin zenginlerin daha hayırsever olması) önerilmiştir. Ne var ki 20. yüzyıl içerisinde devletin yerleşik sıfatlarından biri haline gelen “sosyal devlet” ilkesi sadece zaman zaman akut hale gelen yoksulluğa bir çözüm olarak ele alınamaz. Bu ilke, modern devletin felsefesiyle, ideolojik aygıtlarıyla ve maliyesiyle yakından ilişkilidir. Bu bağlamda sosyal devlet ilkesinin liberallerin iddia ettiğini aksine, “zenginlerden yoksullara kaynak aktarımı” olarak görülmesi mümkün değildir. 1970’lerin başından bu yana neoliberalizmle birlikte, kapitalist devletin her unsuru gibi sosyal olma özelliği de bir dönüşümden geçmiştir. Ne var ki, sık - lıkla dile getirilen “sosyal devletin ortadan kalktığı” iddiaları mevcut olgular- la desteklenmemektedir. Yaşanan dönüşüm esasen devletin sınıf çelişkilerini hafifletmek için üstlendiği sosyal fonksiyonların daha parasal bir nitelik ka- zanması ve böylelikle piyasa dostu hale gelmesi yönündedir. Dahası, kapitalist üretim biçiminin, devletin “sosyal” niteliği var olmaksızın ekonomik ve politik açıdan sürdürülebilirliği de kuşkuludur.
